A uniform fossil carbon input tax across the entire UK economy at a rate equivalent to £30 tCO2 emitted and combined with a £0.20 per kilometre motorway congestion charge would be a far a better way of delivering on the 2003 Energy and 2004 Transport White Papers’ objectives.
