摘要 | Most of the fourth meeting of the Standing Committee on Finance (SCF) held in Bonn was taken up by deliberations on the Arrangements between the Conference of Parties (COP) of the UN Framework Convention on Climate Change (Convention) and the Green Climate Fund (GCF). The deliberations were intense and in the end got bogged down over the issue of how to deal with the task of developing modalities by which a particular funding decision may be reconsidered in light of [the] policies, programme priorities and eligibility criteria established by the COP, as required by Article 11.3.b of the Convention. This submission considers the debate on these Modalities and the underlying issues and puts forward a pragmatic proposal for compromise. |
