Developed countries have a long history of planning. Over the last few years, many have undertaken or embarked on national planning exercises to deal with growing environmental problems - green plans. Following UNCED, many countries are attempting to address the issue of sustainable development and are considering how to respond to the call of Agenda 21 for countries to develop National Sustainable Development Strategies. This study examines the recent experiences, including successes and difficulties of 20 strategy or green planning initiatives in 10 industrialised countries in developing their National Strategies, Green Plans, or equivalents.
