摘要 | At Rio+20, and subsequently at the September 2013 Special Session on the MDGs, governments agreed that the post-2015 development framework should be universal. Universality can be understood in a number of ways. This paper aims to ‘unpack’ how universality—and the related principle of differentiation—impacts the post-2015 development agenda. While the MDGs are a global framework, they do not comprise a universal agenda. Of the eight MDGs, only one is directed at high-income countries, with the other seven focusing on developing country action to reduce poverty. As evidenced in the MDG 2013 status report, we still have a long way to go in achieving the MDGs. |
