The ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC) is to stabilise greenhouse gas concentrations at a level that prevents dangerous anthropogenic interference with the climate system, in order to allow ecosystems to adapt naturally to climate change and enable economic development to proceed in a sustainable manner.

The transferring of climate-friendly technologies between Parties was identified as one of the key means to achieve this objective from the beginning of the Convention.
