It is apparent that the effect of the new technology for the alternative energy, etc. cannot be exerted fully when the price of the fossil fuel remains low. Financing Energy Services for Small Scale Energy (FINESSE) users is the counter proposal concept that the world bank first developed. At the time when the diffusion of alternative energy is blunting globally, it could be more effective to use the small and medium scale energy users, which is called innovatory consumers as a main body of diffusion, rather than to use large scale users.
This study introduced the background of the FINESSE concept and the strategy of the developing country. Also, after inspecting and evaluating the potential of alternative energy market for the small-medium scale users, the study focuses on improving their financial service system.
According to this study, the potential market of the small-medium scale alternative energy market is 40,692,000 Toe. It occupies about 19% of Korea's total energy consumption, however, about 1.5% of this seems to be the attainable market scale. The amount of investment that is used to supply 442,000 Toe annually is estimated to be 145.2 billion Won. The method of raising money for the investment is to increase the amount of the present government financial support by 20% annually.
Another possible method is suggested that the government supports a part of city bank's interest with the interest difference make-up fund, although the city bank is given the right to limit the maximum amount of the fiance. The later method could cause the market distortion and the inefficient distribution of resources. Nevertheless, it is prospected that they will give vitality to the supply of the alternative energy since both methods are marked as the expression of the national interest for alternative energy use.
