The Korea's capability to counteract the oil supply emergency is very weak. As the oil price was kept at the low level after the middle 80s, the oil consumption was continuously increased and it made the dependence of the energy consumption on oil and the dependence of oil on Middle East rise back to 63% and 77%, respectively, as it was the level before the second oil crisis. Also, the amount of the government stockpiling with the much counteracting effect for the oil crisis, does not exceed for 26 consumption days.
In addition to this, Korea is in the situation of getting a more serious shock than in the past in the case of the oil supply emergency, according to the openness and liberalization of the oil industry, which makes it difficult for the government to involve for the secure oil supply-demand.
In this study, when the oil supply is stopped from the international market under this weak structure of the oil supply-demand, the counteracting device to stabilize the domestic oil supply and demand was examined through the efficient release and the efficient distribution of stockpiled oil.
In the efficient release of the stockpiled oil, the political countermove is proposed for the time, quantity, and the type of discharge in the case of the emergency. Especially through the analysis on the emergency confrontation policy of IEA, especially IEA member countries, the enforcement of the private stockpiling and necessity for the utilization is emphasized. In the efficient distribution of the oil, the oil distribution model is organized, and then the priority of distribution by product is evaluated in the assumption that our economy is short of oil supply.
