In the structure of the energy consumption in which much of the energy for economical growth relies on oil, the government tries to achieve the goal through making compulsion to use low-sulfur oil products which is selected as one of the devices to soften the pollution problem. However, since considerable amount of the low-sulfur oil is supplied by imports, it is necessary to prepare the countermeasure for the stable supply and demand in the medium-to-long term.
In the outlook of the continuous increase of the oil consumption in medium to long term, the unbalanced supply-demand problem of low-sulfur oil will continue even if the planned refinery equipment is introduced. Accordingly, this paper examines the import and the domestic supply condition and attempts to analyze it in the side of demand and in the side of the system related to regulation on the emission of sulfur oxides. As a result, it was analyzed that the introduction for the de-sulfurizing equipment with smoke-emission is needed to stabilize the low sulfur oil supply-demand.
The de-sulfurizing equipment with smoke-emission is a more economical alternative than the alternative to switch fuel. It was evaluated that the economic scale of the de-sulfurizing equipment is the scale of more than 45,000 Nm"3/hr of emitted gas. In addition, this paper proposes the selective unification of the regulation on emitting the pollutants and the improvement in the system to impose a levy on emission as the alternative to stabilize the low-sulfuric oil supply-demand. At the same time, it proposes some devices such as the introduction of the refund system of imposition that accelerates the smooth introduction of the heavy-oil cracker and desulferizing equipment, the government's support and the commercial efforts to stimulate the introduction of the smoke-emission de-sulfurizing equipment, the expansion of the supplying capability, the substitution of the fuel to the LNG, etc..
