When the electricity tariff is decided by the marginal cost principle, total social welfare will be maximized. This method is chosen in most developed countries because it maximizes the effectiveness of investment and has the priority in theoretical background.
Under the consideration of these points, this report attempts to find the appropriate level of electricity tariff by estimating the long-run marginal cost in Korea and then it also suggests the direction for the improvement in the existing electricity tariff system.
According to the analysis, in Korea's case, it is shown that there are rooms sufficient to be improved since the current electricity tariff is considerably lower than the long-run marginal cost(if the forecast of the electricity supply-demand to 2010 is realized, then the long-run marginal cost is 79.06 won/kWh and the average electricity tariff is 61.28 won/kWh in 1995). Also, the findings from this analysis are 1. the current base tariff is lower than the marginal equipment cost, 2. as the current base tariff does not consider the difference in the electricity voltage, the high voltage demand is disadvantageous in comparison to the low voltage demand, 3. the tariff for the demand on the general use is charged on the level near to the supply cost, compared with those of other uses, 4. the base tariff for the industrial use is set lower and the utility tariff is charged on the basis of supply cost.
To solve these problems, it is obviously the best method to charge the tariff according to its marginal cost. However, if considering the fact that the general decision of the electricity tariff includes the decision making process on many aspects, the rational price-decision system should be structured in consideration with the marginal cost and other policies in trade-off relation.
