This study has for its object to find the rational evaluation technique suitable to Korean situation in referring to the advanced country's experience, together with examining on which form Korean energy technology policy has, and also with providing the standard for evaluation to maximally secure equality, rationality, and rightness.
It is desirable to select the system which comprehensively evaluates the projects, in addition to objective matrix evaluation countable through the actual site inspection by the exclusively responsible project agency, with the professional open evaluation that combines both the paper evaluation and the open evaluation. The technology policy model for the enforcement of the governmental research development program was examined.
Moreover, the energy-saving technology development policy and the evaluation technique situation of Korea were examined. Finally, this paper compared the evaluation techniques of the advanced countries (the U.S., European countries, and Japan), and considered the policy suggestions from it.
