This study examines a new price system which can lead to management efficiency of operators under the limited competitive city gas business system and considers applying this to city gas business in Seoul. Recently city gas operators are facing the need of reducing cost due to the price stabilization policy. Furthermore, since the price has determined based on the average cost of five companies, operators in excess of average cost have a further reason of cost reduction.
Nevertheless, it is true that there is lack of factors motivating liberalized management efficiency. Therefore, it is required to have an official regulating system, which is to link price-increasing rate by year with price indicators of outside, with maintaining the existing cost analysis framework to provide management efficiency incentive to operators.
On the other hand, it is suggested to minimize the distortion of price system through the price basket regulation by uses and it is needed to operate by adjusting user groups, the target of regulation, according to the change of entry barrier. Also, it is desired to open up the related information for the transparency in price and to have regulation policy for preventing a decline of service due to the incentive regulation.
