In this study, the pros and cons of CAFE(Corporate Average Fuel Economy) system implementing in the developed countries including USA was compared and the problems and effect of introducing Feebate system were analyzed. It also reviewed the examples of Gas Guzzler Tax.
Through the assessment of fuel efficiency and rank indicating systems, it examined the need of introducing a new system and then it presented a new system suitable to Korea by comparing possible systems. It is impossible to enlarge the price change because Feebate system or fuel overconsumption tax system imposes penalty or incentive step by step.
However, if regulators or car producers know the demand function, it will be possible to improve the fuel efficiency effectively because the enterprise average fuel efficiency system is able to give changes on price to reach the optimum level.
It will be most effective if the demand of small cars is increased and the enterprise fuel efficiency system adapting characters of demand function and fuel overconsumption tax system are introduced at the same time.
