Being a nation with little resource endowment, the rapid energy consumption growth of Korea looms as a serious problem for its economic growth, in which results insufficient fund for the expansion of the infrastructure necessary for a stable energy supply. In order to settle down these problems and improve environmental quality, we need to induce energy efficient uses through adopting the new energy conservation program.
Korea has constructively adopted the advanced energy efficiency programs which are prevailed in the developed countries. Further, institutions dealing with energy conservation in Korea try to enhance the energy efficiency up to the level of the developed countries. However, it is true that there are still rooms for enhancing the energy efficiency program in Korea.
In order to provide a concrete foundation of energy policy and a new paradigm for the energy conservation program, therefore, we need to comprehensively investigate what are the problems and restrictions of the current energy policy and law against inducing energy efficient uses.
In this perspective, this study attempts to seek ways to induce efficient energy uses, to reform the current energy policies and programs, and to successfully enforce the energy conservation programs.
The scope of this study covers issues of law, notice & regulation related with energy conservation against construction, transportation, industry, environment(especially resource recycling), public supplement, and tax incentives.
For the construction, the study focuses on strengthening standard of house and building design forward more effective energy saving, on introducing a certification for energy efficiency of construction, and on strengthening regulation for improving energy efficiency and repairing on existing construction.
Furthermore, the study proposes several programs which can significantly improve energy efficiency in the transportation: introducing and/or strengthening the congestion fee, restraining from using automobile for private, improving the demand management for a commercial automobile, introducing the system allowing people to work their home or a remote place from downtown, designating the congestion area, and enforcing the city planning to reduce the demand for transportation.
For the energy conservation at the industry, the study focuses on ways to improve the reporting system for the plan of energy uses, to enlarge the cogeneration-supply system in industrial complex, to enforce the management plan for a machinery(a certification for highly efficient equipment and regulation on industrial energy management).
This study also provide ways to enhance the efficiency of public supplement and tax incentive system. Finally, necessary actions for national energy conservation are recommended based on the results of the analysis for above five fields: construction, transportation, industry, environment, public supplement, and tax incentives .
There are several organization to pursue energy conservation at each filed. However each organization is affiliated to administration branches with an inherent role for energy conservation at each field. Furthermore, different administrative branches has a different law and regulation for energy conservation. Thus, it is hard to implement a consistent and an efficient national energy conservation program, so the increasing agreement is that to maintain the current energy conservation system is inevitably to invite serious problems in national energy saving system.
Therefore, this study highly recommends to establish the Center for Energy Conservation Evaluation(tentative name) at one of research institutes belong to government. The main role of this center is to assess and harmonize energy conservation policies and programs for five fields described above. And this institution also maintains and operates the information system for energy demand management.
