Recently, diversification and more detailed subdivision of statistics are called for as the modeling tasks for policy analyses become more sophisticated and complex. Energy statistics is not an exception. Considering this trend, this study aims to suggest a set of solutions to problems identified in the analysis of the current national energy statistics. In addition, a brief discussion was given on the demand-side energy statistics which has gained an increasing importance in the recent years.
Three major areas in need of improvement include energy conversion, subdivision of energy consumption sector, and energy inventory statistics. What need to be reflected in the energy conversion process are petroleum refining, bituminous coal/cokes conversion, and input fuels for self-generation in the industrial mass energy suppliers. The energy consumption sector are yet to be subdivided to identify the coal flow and the energy flow in some industrial mass energy suppliers. Energy inventory statistics should reflect the residuals in the oil pipelines and the imported coals in the yards of companies.
In addition to the maintenance and improvement of energy supply statistics, energy demand statistics need to be augmented. Augmentation to energy demand statistics would be hardly possible without a full support of the government based on a serious recognition of the necessity of energy demand statistics. It demands a substantial amount of budget, man-power, and organization to do a fundamental survey of detailed energy consumption. This task, of course, includes a reform in the current framework of energy census.
Lastly, it is proposed that an committee for energy statistics development should be formed to precipitate the reforming process of energy statistics system as well as to improve the quality of statistics. So far, energy statistics has been produced and consumed by relevant organizations under the auspices of the government. An official exchange, however, has never been attempted between energy statistics producers. For example, a number of problems discussed in this study are remediable in the current system, but remain intact because of the inadequacy in coordinating the separate functions of these individual energy statistics producers.
