Many organization see the lack of funds as a major barrier to energy efficiency projects. Energy services companies(ESCOs) adopt multiple role in energy efficiency project - as marketers, project developers, project engineers, operators, guarantors, of performance, and arranger of financing. ESCOs began developing during energy crises of the 1970s in the United States and Canada. Financing arrangement for energy efficiency projects are similar to the routine financing of equipment, services or projects. Practices in canada and the United States are similar. Financing options included the following : internal financing, direct loan, capital lease, operating lease. Canadian ESCOe tend to favor off-balance sheet financing for themselves and customers, although this is very dependent on the credit strength of both parties. In contrast, in the United States, municipal lease, customer on-balance-balance sheet financing and pooling of private capital are more common means of financing energy efficiency investment.
In korea, the energy service company(ESCO) was introduced in July, 1992. since then, 92 companies are rolled as ESCO. however, Most ESCOs are concentrating on the sale of their own products. Most financing for projects developed by ESCOs in korea is used loan provided by the Fund for Rational Energy Use. Yet financing for energy efficiency still faces numerous challengers. Financiers will not in energy efficiency until there is a sufficient volume projects with attractive returns that require financing. ESCO projects are bing developed in Korea. However, it is still difficult to secure financing at terms attractive to ESCOs since issues such as collateral, financing terms and project sizes. ESCO projects are self-financed by ESCOs. This proves to be self-defeating. The more successful, the higher the debt load and the more equity required by the financial institutions
The report is based upon recognition that successful financing strategies must address the following challenges : finding favorable market conditions for energy efficiency, developing projects with attractive return and identifying and applying appropriate financial structures. This report identify strategies and recommends actions for obtaining financing for ESCO projects in Korea.
