In the 21st century global economy represented by the economic regionalism and trade/investment liberalisation, the intergovernmental cooperation and the multilateral trade negotiation have emerged as an important factor for continuous global economic development. In particular, it is believed that the international energy cooperation and the energy service trade negotiation could play a vital role in further developing the global energy market. This study first discusses the importance of energy cooperation between APEC economies and the seriousness of trade negotiation, led by WTO, in energy service sector. It then analyses the current situations of those international movements and explores the ways to improve the current energy cooperation between APEC economies and to minimize negative impacts of WTO energy service sector negotiation.
For closer energy collaboration with APEC economies, South Korea should participate actively and consistently in energy projects initiated by APEC. At the same time, it should develop policies and measures to enhance cooperation between member economies, and draw up a political and strategic scheme to strengthen private energy sector cooperation in APEC region.
It is believed that the ongoing WTO service sector negotiation, especially the energy service sector negotiation, could create the structural changes of energy industries in South Korea. This new situation will bring South Korea to an unfamiliar environment. To minimize adverse economic and social impacts, it should be stressed that the negotiation power of South Korea needs to be consolidated to open domestic energy service market gradually.
