This report studies on the evaluation of the decommissioning cost of nuclear plant and the management of the decommissioning appropriation.
Even though the immediate dismantling option is preferred considering the domestic situation, the decommissioning strategy of Kori 1 and Wolsung 1 nuclear units has not been decided yet.
The decommissioning appropriation seems to be not enough compared to the major countries experience and estimates. And the decommissioning account attached to other owner's administrative control of cash will arise the trouble on the decommissioning financing in the future.
In spite of assumption to increase the decommissioning cost, the economy of nuclear plant maintains for the base load. If the KNGR is built successfully, the economy of nuclear plant may be more certain.
In the U.S, from the start of operations, the licensee deposits into an account enough funds to pay the decommissioning costs. The account is segregated from the licensee's other assets and remains outside the licensee's administrative control of cash or liquid assets. Prepayment may be in the form of a trust, escrow account, government fund, certificate of deposit, or deposit of government securities.
Main results of this study are as follows; Appropriation of decommissioning seems to be not enough. Decommissioning cost will be re-calculated through in depth study. Decommissioning account has to be remained outside the licensee's administrative control.
This project contains some preliminary results about the evaluation of the decommissioning cost of nuclear plant and the management of the decommissioning appropriation, further research for the estimation of decommissioning cost is needed.
