The World Summit on Sustainable Development (WSSD) was held in Johannesburg in August 2002. WSSD reaffirmed world leaders' commitment to sustainable development. WSSD identified five specific areas where concrete results are both essential and achievable for sustainable development. Those are water, energy, health, agriculture, and biodiversity. UN Commission on Sustainable Development debated on the sustainable energy future. Responses to address climate change are being accelerated. All these factors signify the importance of the linkage between sustainable development and energy.
The study on the sustainable energy system is at the very early stage in Korea.
This study intends to identify important ingredients and formulate conceptually major options for the sustainable energy system in Korea. It includes the analysis on the major findings of the IEA reports and major issues of the WSSD, and CSD processes.
Sustainable development encompass three dimensions, i.e., the economy, the environment, and social welfare. Energy has deep and broad relationships with each of the three dimensions of sustainable development.
Energy system for sustainable development can be defined as reliable, adequate and affordable access to energy and security of supply of and demand for energy in an environmentally sound, socially acceptable and economically viable way.
Reliable and secure supply of energy is a prerequisite for sustainable development in Korea. Energy for sustainable development also includes giving a greater share of the energy mix to renewable energies, improving energy efficiency and greater reliance on advanced energy technologies, including fossil fuel technologies.
Energy efficiency can be a win-win solution and should be promoted to its full potential. Promoting public acceptance on energy facilities is an important task.
Policies for sustainable energy include the enhancement of research and development, information- and knowledge-sharing on technologies and policies, reducing market distortions through the use of improved market signals and by removing market distortions, restructuring taxation and phasing out of harmful subsidies.
A participatory approach becomes essential in formulating government energy policies. It involves all relevant stakeholders including local governments, private industries, civil society, woman, and experts.
Given that energy is an area with strong interdependencies among countries, international cooperation in North East Asian region should be promoted. It also includes energy cooperation in the Korean Peninsula.
