To achieve the same environmental standards, an emission rights trading program under the regulation of total amount of pollutants is more efficient than maximum allowable rates regulation. However, this measure has not been taken in Korea, due to the incomplete environmental infrastructure such as pollution measuring network and the insufficient research outputs on emission abatement cost which are prerequisite to an emission rights trading scheme.
The Ministry of Environment(MOE) is preparing the regulation on total amount of SOx and an emission rights trading program among pollution generating sources within some areas. Korean electricity industry is under restructuring and privatization.
The industry will change to a competitive market from a regulated monopoly. Considering these changes of circumstances, it is important to estimate the abatement costs of pollutants in a view of improvement of efficiency of the related firms.
The object of this study is to estimate the marginal treatment costs of SOx in the domestic thermal power plant. A translog production function, which based on Pittman(1981), is used to estimate the costs. The function is solved to yield shadow prices on pollution.
The practical use of the results are discussed. According to the estimation results, the marginal treatment costs of power plant using oil and bituminous coal are estimated as 531 and 1,425 thousand won per ton of SOx, respectively. Such a difference seems to be plausible, considering the difference of profitability between two types of plant.
We also estimated the abatement cost by an FGD(fuel gas desulfurization). When a regulation like an environmental tax is imposed, generators can choose the FGD or the adjustment of output in order to maximize their profits. The use of low-sulphur fuel can be an alternative.
A market-oriented measure such as emission rights trading program can reduce social costs more efficiently than maximum allowable rates regulation.
Lots of research on the pollution abatement cost by industry and source are needed to cope with the change in regulation method. This study has a meaning as a stepping stone for this area.
