摘要 | 1. Research Purpose The Ministry of Knowledge Economy established a goal which is supplying a hundred thousand units of household fuel cell until 2020. Thus, it reflects the governments intent to supply the additional fuel cells based on the Green Growth Policies. The residential fuel cell has a possibility of far higher efficiency, power generation and heat recovery efficiency, when the exhaust heat is recovered in the micro-CHP system. In this way, the national energy policy set the long-term policy objective to disseminating the fuel cells. Then, on this study, it could be examined the current policy for disseminating fuel cell, demonstrated the economic feasibility, measured the energy efficiency of fuel cell and if it is needed, the type of incentive policy which is support the fuel cell is searched in the realm of Green Growth Policy. 2. Summary In general, the fuel cell is superior in energy efficiency than conventional method of supplying energy in residential sector. The generation efficiency rate of the domestic residential fuel cell is the maximum 39%, and the heat recovery rate of it is the maximum 55%. That is considered lower then compared with Japaneses. The economic feasibility study of the residential fuel cell is applied in Model of KEEI(2010). Especially, The analysis of time-based heat and electricity load is applied in the multi-level model or the hierarchical model. And, using the estimated demand of heat and electricity of the household, fuel cell are applied the method of B/C analysis for the economic feasibility analysis. Using the method of power load following and heat load following, the operation of the fuel cell is calculated time-based cost. Also the operation mode of the least expense is chosen by the combined strategies and conventional method The result of the analysis could not demonstrated the economic feasibility of the fuel cell for residential. 3. Research Results and Policy Suggestions In this study, the efficiency and economic feasibility of the household fuel cell whose type is PEM(polymer electrolyte membrane) are examined. As the result of the economic feasibility of the fuel cell, in case of the price of the system set five million korean won and the price of the electricity increased the 15% than the current electricity tariff for household, B/C analysis is represented the level of 0.3~0.4. If the price of residential fuel cell system is decreased at least more than 65%, in short, the price of the residential fuel cell system should be less than 3.2 million won, the cost of stack also should be lowered under half and the electricity price also should be increased 15% than current levels, it could said that the result of the B/C analysis is at least 1. In this way, the support of the government for commercialization of household fuel cell which is have considerable advanced technology is actually needed. And the commercialization of household fuel cell will be targeted at overseas market to give a suitable reason related to the policy of government support. After all, it is strongly needed more systematic monitoring and technical development support than the governments current supports. |
