Buildings Energy Consumption Panel Survey

摘要ABSTRACT In Korea, the buildings sector including residential and services sectors consumes less energy than the industry sector. But, it is more important to develop and focus on energy saving polices in buildings on reduction of greenhouse gas emissions. Although the government has implemented a number of policies and strategies to promote energy efficiency, effect of the polices is not clear in the buildings sector. Considering increase rate of energy and electricity consumption in the sector, it is needed to review and evaluate the polices implemented based on detailed data. A comprehensive database of energy consumption for policies is not available because there are different survey agencies and no data sharing. It is difficult to solve these problems and it will take long time. So, it is expected that our study and survey on commercial buildings energy consumption would contribute to construct the database for evaluation of policies in the buildings sector. This survey is designed to panel-type study and to provide detailed information for evaluation of policies. The survey this year is a pilot study to review sampling plan designed, investigate problems in field work and construct system of survey next year. The target population is a set of commercial and public buildings including only six types, such as sales, education, healthcare, hotels, offices and broadcasting/communication technology located in Seoul, Incheon and Gyeonggi. The range of area is from 500 to 50,000 square meters. The target sample size is 1,000, however, the response rate is 42% because of no contact list of samples and overlap of samples with 2014 Energy Consumption Survey conducted every 3 years resulting in re-sampling and delaying the survey. The sampling unit is a building and observation unit is both a building and a business occupied in the building. We consider and suggest the following implications on the results based on the survey and discussion. For the purpose of this survey, it is recommended that we survey only a building. It is reported that most of respondents could not answer the questions about a business. The maximum sample size is about 1,000 due to difficulty and complexity of questions and limited budget. The sample size is not large enough to estimate energy consumption of population so, it is needed to adjust the size by region, type of building and range of area. We suggest that area of building should be more 3,000 square meters. To assess the effect of policies, we need a comprehensive dataset including detailed information about building energy codes related to insulation, central system of heating/cooling and appliances as well as energy consumption based on bills. After discussion with some experts in various fields, we should design questionnaires and specify items. It is also important to review the way how to contact and receive the questionnaires. There are two methods we could consider, face-to-face and email/mail survey. It should be considered fully under the conditions of budget and manpower.
