1. Research Purpose
The paradigm of Korea 's energy policy is being gradually shifted to the decentralized local planning that reflects regional characteristics from the centralized way by the government. In addition, in order to achieve the strengthened goal of GHG reduction under the Post-2020, the role of the local society, represented by the word ��distributed energy,�� is essential. However, the present situation of the regional energy business in Korea is in trouble: the role allocation between central and local governments is uncertain, the inter-policy linkages are insufficient, and the local governments are highly dependent on subsidies from the central government. In this study, we try to find ways to promote cooperation between the central and local governments in order to revitalize the local energy business through the analysis of actual conditions of the local energy projects.
2. Research Summary
Chapter 2 analyzes the present situation and problems of domestic energy policy implementation system. From the legal and institutional perspective, it emphasized the necessity of supplementing the system in relation to the local energy plan and showed that there is not much room for the region to exercise its autonomy in relation to the energy business from the financial aspect.
In Chapter 3, we examined the status and problems of local energy projects in each municipality. We discussed the actual state of the ordinance of local governments, which acts as a basis of local energy policy, and discussed the actual situation of the project and the problems that occurred during the process based on the results of the workshop for local government officials. Among them, some problems related to the central-local cooperation system were introduced, and there were many problems related to the law and the system.
Chapter 4 presents the theoretical framework of the central-local cooperation system and the implications for the energy sector. For this purpose, the meaning of intergovernmental relations and cooperation in the general dimension was examined firstly, and the pattern of the occurrence of central- local conflicts was examined comprehensively. Then we analyzed the theoretical model by narrowing the range to energy. It is necessary to move toward reducing inter-regional dependence in order to expand decentralized local decision-making on energy as a public good.
Chapter 5 outlines concrete alternatives for promoting central-local cooperation in relation to local energy. We propose concrete measures to improve the local energy plan, expand opportunities for local governments to participate in policies, establish a voluntary project promotion system, and strengthen links with other regional plans.
3. Policy Implications
The problems of central-local cooperation in the energy sector are not much different from those observed in other fields. However, as the role and importance of the region is increasingly emphasized in relation to energy, it is necessary to carefully consider the public characteristics of energy and to establish a central-local cooperation system. To this end, it is necessary to redefine the role of the central and local governments, taking into account the scope of the local energy business as well as the legal and institutional reforms and financial support that have been continuously raised. |
