This report is a compilation of data on the global production and consumption of Ozone Depleting Substances (ODS) and a detailed explanation for the trends. The report updates and builds upon similar analyses published in the previous four years.

Effective implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer is dependent on a sound informational basis surrounding the current status of the phase-out of ODS. Information on production and consumption of ODS is submitted to the Ozone Secretariat in Nairobi by the Parties to the Montreal Protocol in fulfillment of their reporting obligations under Article 7 of the Protocol. Developing countries also report ODS consumption (use) data by sector to the Multilateral Fund Secretariat  in Montreal.

The report provides some background information on the Montreal Protocol and it addresses  both the quality of data reporting and the database at the Ozone Secretariat. Furthermore, it provides an analysis and an outlook of the global and regional trends in ODS production and consumption. Both the major achievements and the remaining problems in the implementation of the Montreal Protocol with respect to geographical regions and controlled substances are highlighted.
