In a discussion paper for the recently launched Forum for Atlantic Climate and Energy Talks (FACET), Camilla Bausch and Michael Mehling look back on the recent negotiations at the U.N. climate conference in Bali, Indonesia, and analyse the implications of the "Bali Roadmap" for the future of the international climate regime.

After a year of intense preparations and two weeks of controversial negotiations, delegates adopted the Bali Roadmap on the future climate protection regime at the widely publicised United Nations climate conference in Bali, Indonesia, in December 2007. Rather than set out concrete reduction commitments, this roadmap lays down a comprehensive negotiation mandate for the creation of a future climate regime. Drawing on the various outcomes of said conference both within the context of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Dr. Camilla Bausch and Michael Mehling assess the implications of this potential turning point in international environmental diplomacy for the international community’s response to global warming.
