The overall objective of the project is to support the European Commission in assessing, programming, implementing and monitoring technology development and demonstration options for wind energy. The focus is on the reduction of the short and medium term costs for both on- and offshore wind electricity, as well as on the integration in the EU's smart electricity networks. In the context of this project, Ecologic Institute develops strategies and solutions for the uptake of new wind energy technologies on the basis of an assessment of possible barriers resulting from non-technological and environmental impacts of these technologies focusing on their cost aspects.

The European wind energy sector is to contribute to the three pillars of the EU's energy policy – sustainability, competitiveness, security of supply – and in particular to the EU's renewables and GHG emission reduction targets for 2030 and towards 2050. Guidance to the programming and monitoring of EU-level research and technology development (RTD) on wind energy is provided by the European Wind Initiative (EWI), an instrument established under the EU's Strategic Energy Technologies (SET) plan. The EWI contributes to large-scale, long-term programming, with the aim of accelerating the technological development and reducing the costs of wind energy by 2020.

The project supports further implementation of the EWI and contributes to the development of new governance instruments established in the frame of the EU's energy technology policy. It should strengthen efforts to achieve the EWI's cost competitiveness targets:

  • Make onshore wind power fully competitive by 2020;
  • Make offshore wind power fully competitive by 2030;
  • Achieve a 20% reduction in the cost of wind energy by 2020 (in comparison to 2009) and
  • Enable a 20% share of wind energy in the final EU electricity consumption by 2020.

The project team also informs on the technological achievements, trends and needs that are relevant for the wind energy sector's contribution to the EU's renewables and GHG emission reduction targets for 2030 and towards 2050. Ecologic Institute, in this context, has the task to assess and analyse non-technological and environmental impact issues to encourage and support the uptake of new wind energy technologies on the basis of a literature review and good-pratice examples.
