摘要	Senior Researcher Fabrizio Tassinari contributed an article to a special issue on European security of PRISM, the journal published by the Center for Complex Operations at the U.S. National Defense University. The article argues that the ongoing refugee crisis has moved the signposts of what is allowed to say and do in Europe in order to address it. The article presents two case studies, those of Italy and Germany’s response to the refugee crisis and then contextualize in the frame of the overall EU response. The article concludes with some observations on the future of European security, taking cue from the recent publication of the European Global Strategy. A shorter version of this article was commissioned by the European Institute for the Mediterranean in Barcelona and in the next edition of their Mediterranean Yearbook.
