概述Changing arenas for climate change adaptation in Vietnam
摘要As climate change unfolds, floods and other climate risks intensify. But who is going to manage and address these climate risks on the ground in the future? In Vietnam, the role of the state in managing climate risks is weakening as the private sector expands and the budgets of local authorities are cut. In this journal article from the Climate Change and Rural Institutions Programme, the authors call this development a mixed blessing, as local authorities have in fact played an important role in supporting local climate change adaptation “beneath the radar” of central state planning. The broader implication is that local state authorities and local governments can play an important role in climate change adaptation, which must not be lost in the rush to expand the role of the private sector. The Climate Change and Rural Institutions research programme is coordinated by DIIS and led by Ian Christoplos.
