| 摘要 | Senior researcher and coordinator for the Foreign Policy unit Fabrizio Tassinari published a new article in the Journal of Baltic Studies carrying the title: "From Longitudes to Latitudes: lessons from the Baltic macro-region to post-crisis Europe".
The article centres on the concept of "convergence" that has characterized governance practices in the European Union. It argues that while convergence of governance standards was a key factor behind the enlargement process of the EU towards central Europe, the same issue became a highly divisive factor in the relation between Northern and Southern Europe during the Euro-crisis.
The article concludes by pondering alternative strategies of convergence in Europe other than traditional conditionality mechanisms; regional cooperation frameworks are good example of formats aiming at blurring the governance divide.
Tassinari reprised some of these themes in a lecture by invitation delivered at New York University out of its Berlin headquarters. There he integrated the above arguments with new evidence emerging from the refugee crisis and the Brexit referendum. |
