Historically, the Franco-German “couple” provided a justification for the European project, and for the Europe that emerged from the collapse of the bipolar order. Today, each country’s perception of the other, and their affirmations of national identity, are resulting in numerous divergences between them. Yet, with the emergence of new global powers, America’s withdrawal, and Brexit, the Franco-German pairing is desired and essential for defining Europe’s place in a new world.
