From the 2000s, the United States has developed an extraterritorial legal policy that began with fighting corruption but has since broadened considerably. It is difficult to distinguish between efforts to moralize international economic relations and those aiming at defending strictly American interests. Sanctions are a powerful economic and diplomatic weapon, and the case of Iran makes clear both their international effectiveness and their limits.
