Olivier Blanchard, C. Fred Bergsten Senior Fellow, delivered the 2019 American Economic Association (AEA) Presidential Address at the AEA annual meeting on the topic of "Public Debt and Low Interest Rates." He sets out new theoretical foundations for how to think about fiscal policy and debt, which will stimulate the policy research agenda for the profession for years to come. Ben Bernanke, former chair of the Federal Reserve, now at the Brookings Institution, provided the introduction.
