摘要 | Calls for research to be made ‘open’ are gaining momentum. Funders have been particularly active in demanding change. Although they vary in the degree of openness required and in their interpretation of what a more open approach actually constitutes, there is now a near consensus that at the very least open access must apply to published research results and some funders increasingly require access to research data as well. In addition to funder requirements, other drivers of increasing openness include calls from a variety of stakeholders including researchers themselves for more transparency and less duplication in research. It is too early to give a definitive answer to the question posed in the title to this chapter. But asking the question at this time is a useful exercise as it encourages us to reflect on the current situation and to begin to analyze current trends, drivers and enablers related to open science based collaboration as well as obstacles and tensions associated with open and global access to science. This chapter endeavours to begin that work and to identify some of the policy challenges associated with moves towards more open science. The chapter is structured around a number of sub-questions to the title’s overall question and concludes with some reflections on the implications for policy-making. |
