During 2012 we reviewed  the R&D objectives performed by government research institutes, by various ministries and by Chief Scientists in the various offices using interviews and questionnaires. The legal framework for managing intellectual property rights owned by the state was presented  - reviewing latest legislation, new laws and policy documents. The implicatioms of knowledge transfer from govermental R&D activities through commercialization and intellectual property rights management between the years 1954-2010 were also presented. In addition, this work  included a comparative overview of the selected OECD countries regarding their management of intellectual property which  are a product of government funding.

The study shows that the status of intellectual property in the governmental sector is not uniform and varies between ministries and government research institutes. It is apparent that there is a place to conduct a comprehensive review of the subject and to examine the optimal policy for the issue of intellectual property in various government bodies.

A final report was submitted to the sub comitte for Industy-Academy relations of the National Council for Research and Development on October 2012.
