摘要Electric mobility fundamentally changes the demand patterns of energy used for the transportation of people and goods, which is a vital share of any modern economy. The gradual replacement of internal combustion engine (ICE) vehicles with electric vehicles (EVs) is expected to carry broad implications over the energy sector, as well as both the natural and built environment. In order to realize the potential gains in this shift, a well-thought-out preparation and planning are required, addressing the unique characteristics of EV and the supporting infrastructure required for its large-scale adoption. These tasks are particularly imperative for municipalities, which govern public land and are manifested as the main interface between the varied transport and energy stakeholders, with resident at the center.

This guide examines and describes policy alternatives for the deployment of EV charging infrastructure in municipalities. This, accounting for various practical aspects of dealing with arising challenges in regulation, lawmaking, financing, implementation models and public objection, among others. The purpose of this guide is serving as a tool for a municipality as it sets to establish infrastructure and local supportive policies for electric transportation and its charging from the power grid.
