摘要 | This report suggests policies to improve the Supplemental Security Income program to end poverty among the elderly and people with disabilities and options for financing these policies. Proposed policies include increasing the benefit guarantee to the aged poverty line, liberalizing the assets test, increasing the cash income disregard, and reducing the age at which one can apply for benefits. We find that these proposed improvements to the Supplemental Security Income program would substantially reduce poverty among the elderly and people with disabilities, and that financing these improvements would have a modest and equitable impact on the population broadly.
