On the 50th anniversary of Medicare and Medicaid, this piece celebrates government's achievements--pushing back on those who would replace Medicare's public insurance with vouchers for private insurance and Medicaid's federal matching grants with fixed-dollar block grants. The author calls for strengthening government's ability to manage the health care/health cost risk--rather than using vouchers and block grants to shift risk from public programs (and taxpayers) to their beneficiaries.
