The State Innovation Model (SIM) Initiative provides federal support to states to develop and test innovative health care delivery and payment system models designed to achieve better health care, lower health care costs, and improved population health. Researchers from RTI International, The Urban Institute, and the National Academy for State Health Policy are conducting an evaluation of six states – Arkansas, Maine, Massachusetts, Minnesota, Oregon, and Vermont – that received SIM Initiative funding to implement their Innovation Plans. This first, or base year, annual report presents the results of the first site visits to all six Round 1 Test states, including stakeholder interview and consumer and provider focus group results. The report also provides baseline measures of care coordination, quality of care, health care utilization, and health care expenditures for Medicare beneficiaries and commercially insured populations.
