This report analyzes the Affordable Care Act’s impact on people with disabilities. The report’s components include a literature scan, results from key-informant interviews with disability-focused consumer groups in 10 states, and 50-state summary tables about state policy choices. Those tables describe Alternative Benefit Plans in states that have expanded Medicaid eligibility and essential health benefits coverage of habilitative services, rehabilitative services, and durable medical equipment. The paper also explores options for future research.
