This report details an effort in New Hampshire to adopt evidence-based policy and practice for pretrial release decisionmaking. Many states have introduced changes to improve pretrial release decisionmaking in recent decades. As the first step toward implementing pretrial reforms in New Hampshire, the current study examines the characteristics of the pretrial defendant population, identifies data gaps and limitations, and presents a road map for developing a validated pretrial risk assessment tool. The population analysis findings suggest that the pretrial defendant population in New Hampshire is largely demographically homogenous across counties, but counties vary in their charging, bail-setting, and data collection practices.
