This brief outlines a five-step process decision-makers should apply to incorporate data and evaluation into the formation and implementation of policy: create a logic model, identify data sources, collect data, analyze data to identify and solve implementation challenges, and continue to incorporate data analysis as an ongoing part of the policy process.
