摘要 | Since 2010, more than half of all states have participated in the Justice Reinvestment Initiative (JRI), with $557 million in reinvested dollars reported through fiscal year 2017. This brief provides a first look at how states have invested their JRI funds, with 57 percent of reinvestment focused on community supervision, treatment and services, and other funds dedicated to in-prison programming, victim services, and pretrial reform, among other investments. The brief describes the signature feature of JRI, which is the flexibility it provides states to direct resources toward their own unique priorities. Notably, however, almost half of all states made treatment and services for people on community supervision their top priority, and every state to pass its first JRI legislation in the past three years has dedicated anticipated or actual savings to this area.
