San Francisco has many long-term supportive housing tenants that no longer need dedicated case management and supportive services, but whose incomes are too low to live independently without a subsidy. It also has many people experiencing homelessness in need of supportive housing. The Moving On Initiative—a collaboration between the City and County of San Francisco and Tipping Point Community—addresses this problem by offering supportive housing tenants a Housing Choice Voucher to move out, freeing up supportive housing units for people experiencing chronic homelessness who need more supports. This brief summarizes findings from interviews with Moving On participants and staff in the program’s first year. It finds strong demand for the program among San Francisco’s supportive housing tenants, many of whom were eager to move to a quieter neighborhood and have an apartment with their own kitchen and bathroom. Although the moving process was stressful for participants, all preferred their new homes and neighborhoods to supportive housing and many reported that moving on inspired feelings of pride, normalcy, and hope for the future.
