摘要 | Presents innovative policy options for improving access to state and federal work support programs, such as food stamps, Medicaid, child care, SCHIP, and the EITC, to help families leave poverty when they leave welfare for work. Argues that a new approach should be based on the principle of "do no harm," should include simple application procedures and eligibility determinations, and should be divorced from the welfare program and its stigma. Proposes several options, including providing a nutrition tax credit in conjunction with the EITC, offering express food stamps, and marketing work supports through one stops and employers. |
