Also finds a substantial decrease in the use of reemployment services from 1988 to 1998. Suggests that implementation of WPRS systems may have concentrated services on a smaller group of recipients than in the past. A reduction in the capacity of the Job Service to provide services may also have played a role in the decline in reemployment service use. |
