摘要 | Describes service delivery in eleven sites, noting that most sites offered multiple programs and had complex organizational structures, with varying degrees of coordination with TANF agencies. Three program models predominated in these 11 sites: 1) enhanced direct employment, 2) developmental/transitional employment, and 3) intensive postemployment skills development. Programs focused on the most disadvantaged but faced initial difficulties with enrollment; however, carefully designed outreach made it possible for programs to reach people with serious employment problems and deliver a comprehensive package of services. |
