摘要This report examines enrollment and retention in Healthy San Francisco, a health care access program for uninsured adults in the city and county of San Francisco. The program has successfully enrolled a significant portion of uninsured working-age San Franciscans, especially those in the lowest income groups. Few participants leave before their 12-month renewal, and about half renew enrollment at that point. Retention rates varied by demographic and utilization characteristics. Findings from focus groups and survey data suggest individuals may not enroll or renew because they (1) acquire private or public insurance coverage, (2) move out of the city, (3) are concerned about participation fees, and (4) prefer benefits or providers not currently offered.
