The WIA Gold Standard Evaluation’s objectives are to develop nationally generalizable estimates of the impacts and cost-effectiveness of WIA intensive and training services on customers’ employment and earnings, and examine how the programs were implemented nationwide. This implementation study was conducted to describe the services that were offered to customers through the WIA Adult and Dislocated Worker programs, as well as the contexts in which the services were offered. The study team recruited 28 randomly selected local areas in 19 states to participate in the study. The random selection of local areas means that the findings from the study can be attributed to the programs nationally, rather than to only the local areas that agreed to participate in the study.
