Key Findings:

  • Measuring the performance of training and technical assistance (T/TA) reveals what is working and what is not so that you can improve your T/TA going forward.
  • You can collect information about the effectiveness of five stages of T/TA delivery: your development of content; recipients’ use of, response to, and learning from T/TA; and end results.
  • A performance measurement plan should start with a logic model that describes the T/TA activities, what you expect to achieve (outputs), and what success looks like (desired outcomes). These outputs and outcomes form the basis of what you will measure.

The Department of Health and Human Services and other federal agencies support a wide range of training and technical assistance (T/TA) initiatives to enhance delivery of programs aimed at reducing poverty, increasing economic mobility, and improving child and family well-being. However, little is known about how to best measure the effectiveness of this T/TA. This toolkit includes is aimed at helping those who fund, design, manage, and provide T/TA to more efficiently and effectively measure the performance of their T/TA efforts.
