More than 20 years after the fall of the Soviet Union, Georgia’s educational system faces serious challenges. The dramatic decline in GDP has drastically reduced the country’s education budget, resulting in low levels in investment in education across the country, low test scores, and a high rate of youth unemployment. The Georgian government has sought to address its educational and economic challenges by initiating a series of educational reforms aimed at improving educational quality.

The Millennium Challenge Corporation is supporting Georgia’s efforts to improve educational outcomes by sponsoring the Improving General Education Quality Project, which embodies three components. Using an integrated approach, the Improved Learning Environment Infrastructure Activity invests in school rehabilitation to provide safe learning environments that include adequate facilities and heating. The Training Teachers for Excellence Activity supports Georgia’s ongoing efforts by training teachers and mentor teachers to improve their competencies in science, technology, engineering, and mathematics subjects and by training principals to strengthen school management. Finally, the Education Assessment Support Activity supports Georgia’s ongoing efforts to improve educational outcomes through formative assessment that fosters a results-oriented education system.

Mathematica’s study requires multiple evaluation designs and data collection activities.
