Focus of Year 2 Report

  • This report presents findings from the second year of implementation of the Quality Teacher and Education Act (QTEA) in San Francisco Unified School District (SFUSD), which made substantial changes to teacher compensation, support, and accountability.
  • To study QTEA’s implementation and effect in its second year, this report focuses on:
    • The effect of QTEA’s compensation increases on teacher recruitment and retention
    • The effect of QTEA’s changes to Peer Assistance and Review on the support or removal of low-performing teachers
